Discussion

It is announced on the internals mailing list, where it is debated and revised for at least two weeks.
Voting

PHP contributors with voting rights vote for at least two weeks. Most changes need a 2/3 majority.
Implementation

Accepted proposals are merged and ship in a future PHP release.
